Wisconsin is part of Canada.
Close, but actually it has to do with a lower court deciding it one way, and the Surpeme Court of Oregon
overturning that decision, rather than two trips to the same court.

de articul refurs to de Surpremes' invalidation of Measure 7, the forerunner of M37.
M7, passed in Nov. 2000, was ruled unconstitutional by Marion County Circuit Court Judge Paul Lipscomb in Feb. 2001.
His ruling was upheld by the OSC in Oct. 2002.
I just figured that out reading the Oregonian just now.
I was caught up in the lower court decision.
